The George Brown College Public Safety and Security Division is made up of qualified security professionals who are on duty 24 hours a day, 7 days a week to monitor and patrol over 1.3 million square feet of college buildings. Surveillance cameras assist with security and safety oversight and are located inside each College building and surrounding each building perimeter. All Security Officers are trained in Emergency First Aid/CPR.
Since George Brown College is a multi-campus college located in Canada's largest city; we work closely with the Toronto Police Services, the Ontario Provincial Police and all emergency services within the City of Toronto. This strong relationship enhances our ability to focus on providing a safe and secure learning and work environment for the entire George Brown College community.

George Brown College Emergency Preparedness is governed by our Emergency Plan (E.P.). Its design is based on the protocols of the CSA Z1600 (Emergency Management and Business Continuity Standard).
An Emergency Response Team (E.R.T.) has received institutional authorization to manage all incidents and emergencies impacting our campuses. This team responds to all college emergency situations; security personnel being the first responders with the addition of First Aid and Plant personnel assisting when warranted.
For the purposes of training and to ensure efficiency, emergency exercises are regularly conducted on all George Brown College campuses. All training exercises are announced to the college community prior to activation in order to prevent unnecessary confusion. Is qualified to perform CPR and Emergency First Aid. Campus Security is supported by direct contact with Toronto Emergency Services and the George Brown College First Aid Team

Aare trained and qualified to respond to emergencies, including those requiring Automatic External Defibrillators (A.E.D.)

3.1.1.6. The Safe Walk Program
The Safe Walk Program is a joint initiative between the Student Association and George Brown College. Safe Walkers work in co-ed pairs to escort George Brown College students, staff and guests to local parking lots or TTC stops. All Safe Walkers are students who have been trained in emergency first aid and American Sign Language.
The service is available Monday to Thursday from 6:30 pm to 11:15 pm and Fridays from 6:30 pm to 10:30 pm, from the first day of school in September through to April, with the exception of Winter Break and other days the College is closed.

George Brown College Public Safety and Security updates will take place throughout the year. Please watch for these updates and review them frequently.
Cell Phones
During a declared emergency, please use the following protocol for cell phones or any electronic handheld device:
1. DO NOT CALL or TEXT OUT! Use of any cellular devise will jam transmission towers prohibiting the communication of Security and Emergency Service Personnel.
2. Put your cellular device on 'silent or vibrate'. The ringing of your phone may be a direct threat to your location.
Active Threat
An 'active threat' is defined as the expressed potential for an occurrence of a harmful event such as an attack.
Specific Procedures to deal with these situations:
1. Perimeter Lockdown
2. Lockdown
Perimeter Lockdown
Perimeter Lockdown is defined as: action taken by the college to maintain building containment while permitting movement within a building. Perimeter Lockdown is most commonly used when an event is deemed unsafe for the occupants of the building, occurring outside of the building, and may include securing exterior doors and monitoring entrances to allow authorised access. Only persons authorised by George Brown College Campus Security will be permitted to enter or leave the building.
During a Perimeter Lockdown, direction will be provided by Campus Security, members of the GBC Public Safety and Security Division, ERT members and Toronto Police Services.
Lockdown
Lockdown is defined as; extreme actions taken by the college to provide safety for students, faculty and staff. During a lockdown faculty/staff/students will follow direction from Campus Security, Public Safety and Security Division, ERT members and Toronto Police Services. Faculty /staff will close and secure doors to their classrooms and offices, cover all window openings in the room (if possible), shut off the lights and lie on the floor, stay away from the windows. During a lockdown do not leave the room, answer the door, or allow anyone to enter or leave the premises.
Active Threat Within the Building
In the event that an attacker is in the same building as you, determine if the door of the classroom or office you are in can be secured and if so, secure the door. If the door cannot be secured, determine if you can safely move to a classroom or office which can be secured. If you can safely evacuate/exit the building without being seen, then do so. If you have successfully secured yourself, cover all windows which may allow sight into the classroom or office. Account for everyone in the room. Turn the lights off and lie on the floor.

Active Threat - Within Your Classroom
Please take the following steps in the event that an active threat enters a classroom or office.
- Immediately call Campus Security at (link to numbers) or use the classroom phone, if safe to do so, and press the number for Security
- If you are confronted and unable to speak, do not hang up the phone unless ordered to do so by the attacker
- If you are unable to safely escape or hide, you may be able to negotiate with the attacker. Consider the following techniques:
- Remain calm, sound confident, and do not raise the tone of your voice
- Do not respond defensively
- Do not touch the person
- Do not invade their personal space (3 to 6 feet)
- Do not challenge the attacker
- Do not accept a weapon if offered, instead ask that it be laid down
NOTE: Engaging in physical confrontation is always a last resort and should only be considered after all options have failed.
BOMB THREAT
All bomb threats are a breach of the Criminal Code. The disruption caused by hoaxes creates great concern and angst to those involved. In addition, hoaxes cause disruption of services provided by local police, fire and E.M.S. and place others in the community at risk.
All procedures to deal with such threats must be tempered with the need to protect all members of the college community, and the need to maintain normal day to day academic activities.
The following suggestions are for Faculty, Students and Staff in relation to a bomb threat. If the bomb threat is by phone:
- Listen
- Remain calm
- Do not interrupt the caller
- Obtain and record information
- Notify Security at

- Do not handle note
- Do not delete e‐mail or Text

- Remain calm, comply with persons demands
- If possible, notify Campus Security without antagonizing the person
- Develop a good description of person
If there is a suspicious package on campus:

- Clear immediate area
- Do not use portable radio’s or cell phones
- Notify Security
CRIMINAL ACTS
Faculty, Staff and Students will:
I n the event that a faculty/staff/staff member witnesses a criminal act, they are to take the following action:

- If safe to do so, using your authority as a faculty/staff/staff member attempt to verbally intervene. Please note: Faculty /staff are not expected to place themselves in an unsafe situation
- If outside the classroom or office, remain in a safe location if possible. If it is not safe to remain on site, move to a safe location, such as an office or classroom and report your location to Campus Security
- If inside a campus building, move into a classroom or office, close and secure the door, ensure the safety of the students and staff in the classroom or office, and report your location to Campus Security
- If the act is committed in a classroom or office and doesn’t show evidence of de‐escalating, contact Campus Security and if necessary evacuate the students, staff and others from the classroom or office and move to a safe location, report your location to Campus Security
- Assist Campus Security and/or police officers when they arrive by providing all pertinent information.
- If weapons are involved, faculty/staff are not to become involved. Immediately evacuate the students to a place of safety, call Campus Security and report your location and any pertinent information regarding the criminal act.
EVACUATION (Non-Fire)
In the event of a total or partial evacuation, faculty, staff and students will:
- Assist staff in the safe and orderly evacuation of premises as directed by Campus Security, Members of Public Safety and Security Division, ERT members or Emergency Services personnel.
- Report to Campus Security any individuals needing assistance with the evacuation. Be prepared to identify your location.
Should Campus Security or Emergency Service personnel be unavailable, students, faculty, staff and others are to follow the Fire Safety Plan instructions posted within the buildings, evacuate safely and assemble in a safe and secure area and await direction.
EVACUATION (Fire)
Fire Alarms
All Fire Wardens, faculty, staff, and student have the responsibility to understand and follow the fire alarm procedures as set out in this guideline and the Fire Safety Plan in each location. In addition, there are responsibilities under the Ontario Fire Code, Fire Prevention and Protection Act, Ontario Building Code, Canadian Criminal Code, Municipal Codes and By‐laws, and other codes and regulations.
Note: Section 437, of the Criminal Code states that committing a false fire alarm is a CRIMINAL OFFENCE, punishable by indictment.
George Brown College buildings have either a one and two stage fire alarm systems.
There is a 2-stage fire alarm system at the St. James campus in 200 & 215 King St. E and 290 & 300 Adelaide St. E.
All other George Brown locations are equipped with a 1-stage fire alarm system.
One stage alarm,
Evacuation is required upon hearing the alarm.
Two stage fire alarmStage one is called ‘The Alert Signal’, a variable alert audible signal upon activation. EVACUATION IS NOT REQUIRED DURING THE ALERT SIGNAL.
If you hear the Alert Signal:
- Stay calm,
- Remain where you are and prepare to leave the building if instructed to do so
Stage two is called ‘The Evacuation Signal’, a steady, continuous audible alarm signal. EVACUATION IS REQUIRED DURING THE EVACUATION SIGNAL.
If you hear the Evacuation Signal:
- Proceed to the nearest safe exit.
- Follow directions from the Fire Warden or Security.
- Leave the building and proceed to your predetermined assembly area or a safe distance from the building.
- Await further instructions.
- Do not re‐enter the building without authorization from Security.
UPON DISCOVERY OF A FIRE:
R – Remove all occupants
E – Enclose the area you are leaving
A – Activate the Fire Alarm
C–Call Campus Security
T – Take the stairs
Fire Marshalls will:
Carry out their duties and responsibilities as listed in the Approved Fire Safety Plan. Direct people back into the facility only when security or fire emergency service personnel advise it is safe to do so.
Faculty, staff and students will:
If an evacuation occurs, remain out of the building until an announcement is made by security, fire wardens or fire emergency service personnel that it is safe to return.
Students with special needs will:
Move towards the designated safety zone nearest the stairwell exit and permit others to evacuate down stairwell. If the student has an assistant, the assistant must advise the Fire Marshall, Campus Security or the Fire Department of the student’s location. If the student is unescorted, he/she should remain in the designated safety zone and await the arrival of a Fire Marshall. Students with special needs should not enter the stairwell unless it is absolutely necessary (fire or smoke is near the location). Students should remember not to use the elevators during a fire alarm. Students with special needs should not allow themselves to be carried down a stairwell unless there is immediate danger.
HOSTAGE SITUATIONS
George Brown College recognizes Toronto Police Services as the authority governing shooting and hostage incidents. If you are involved in a situation where someone has taken a hostage; been taken hostage; or in a situation where the taking of a hostage is a distinct possibility, the following are a list of actions that are recommended:
- If you believe that it is safe, exit the building immediately and move far away from the building, in a direction away from the captor.
- Notify anyone you may encounter as you go, to exit the building immediately.
- Assist persons with special needs in exiting the area.

or dial 911 to report. Communications will be coordinated between Police and Campus Security
- Assist persons with Special needs in exiting area
Provide the following information when notifying Campus Security:
- Your name
- Location of the incident (be as specific as possible)
- Identification and or description of the captor(s)
- Number of persons who may be involved
- Your present location
If you are directly involved in the incident and/or exiting the building is not possible, the following actions are recommended:
- Go to the nearest room or office.
- Close and secure the door and/or barricade the door if possible.
- Cover any glass panel in the door and windows if possible.
- Go to the furthest point away from the door or windows.
- Keep quiet and act as if no one is in the room.
- Get down and stay close to the floor
- DO NOT respond to requests to open the door until and unless you are sure that it is the Toronto Police Services outside.

if there is a phone in the room and provide appropriate information.
WEAPONS
When a weapon is reported on a person or in an automobile on campus grounds students, faculty, staff and visitors are to follow the direction of Campus Security, Members of Public Safety and Security Division or Emergency Services personnel, if on scene.
Faculty and Staff will:
If a weapon is observed by faculty/staff or reported to a faculty/staff member, treat the situation as an Active Threat. Faculty/staff will assist students to move to and remain in a secure location, and report the situation to Campus Security at:

Secure and barricade the classroom and office doors and cover windows, if possible. Keep away from windows and turn lights off. Keep everyone in the secure area. Faculty/staff members are not to investigate the situation further. Take direction only from a police officer, Campus Security officer or Member of the Public Safety and Security Division
If faculty/staff members are made aware that a weapon is reported to be on campus grounds, but not an immediate threat, notify Campus Security immediately and take direction from a police officer, Campus Security or Manager of Public Safety and Security. Remain with the person who reported the weapon to you. Campus Security and police will want to speak to you.
MEDICAL RESPONSE
In the event of a medical emergency on campus students, faculty and staff are advised to contact Campus Security at:

Campus Security and the First Aid teams communicate through two-way radio and both will be dispatched to the call.

Administer first‐aid if trained and it is safe to do so. Place the victim in the recovery position. Maintain and monitor the victims breathing.
If untrained in emergency first aid, keep the victim still and comfortable. DO NOT move the victim. Check for breathing.
Look for emergency medical identification and provide all information to SECURITY, POLICE, E.M.S. on their arrival.
DOMESTIC VIOLENCE (Occurring on Campus)
Domestic violence is a serious social problem and a criminal act. It is not limited or restricted by marital status, sexual orientation, occupation, vulnerability, age or gender.
- Never place yourself in a position of danger;
- Do not attempt to deal with Domestic Violence you feel is dangerous on your own;

- Provide your name, location and clearly state that you need immediate assistance, and Document all relevant information regarding the situation.
If the Domestic Violence victim is a student, faculty or staff member, the Campus Security Site Supervisor shall contact the Manager of Public Safety and Security..
PSYCHOLOGICAL CRISIS
Early detection and reporting of persons suffering from such crisis has proven to prevent more severe acts of aggression and criminal behaviour and as such, has saved lives. It is your responsibility to report and reported or observed crisis immediately.
Guideline:
A Psychological Crisis/Incident may exist when an individual is threatening to do harm or is doing harm to themselves and/or to others, and/or to campus property.
During a Psychological Crisis/Incident, Faculty, Students and Staff will:

- Attempt to assist the individual if it is safe to do so;
- If the crisis/event escalates and students, staff and others are at risk, evacuate the immediate area and call for assistance;
- Seek a place of safety away from the individual and notify Campus Security of present location.
Reporting
INCIDENTS/EMERGENCIES
It i s the responsibility of all students, faculty/staff and staff to report all incidents and emergencies to Campus Security immediately, in complete and accurate detail.

Written reports may be requested by Campus Security or the Manager of Public Safety and Security.
The person reporting the incident or emergency shall provide the following information:
- Name, contact number and location;
- Nature of the incident or emergency.
During an Emergency/Incident:
- Students and staff are not expected to put themselves in an unsafe situation
- If it is not safe to remain in the immediate area, assist other to evacuate and withdraw to a safe location, alerting others as you go.
- Do not attempt to intervene or investigate. Find a safe area and remain until appropriate assistance arrives
- Alert others of the situation. If the incident or emergency escalates and you have charge of others, assist in evacuating students, staff or others to a safe location. Faculty/staff are not expected to place themselves in an unsafe situation

- Assist Campus Security by providing a detailed account of the incident or emergency and updating continuously
SEXUAL ASSAULTS
All students, faculty/staff and staff are responsible for understanding and following this guideline when dealing with an extremely traumatic event such as a sexual assault incident. It is the responsibility of all students, faculty and staff to ensure that victims are to be treated with compassion, respect, empathy and sensitivity.
Guideline:
- Never place yourself in a position of danger;
- Do not attempt to deal with a sexual assault you feel is dangerous on your own;

Personal items and George Brown College property that falls under 'lost' or 'found' should be brought to and reported to each campus or building Security Desk. The Security Officer may require details of lost or found property. If you are claiming "Lost" property you will be required to show 2 pieces of photo ID. George Brown College is committed to creating a viable bicycle culture. By working together we can promote a culture in which bicycles, pedestrians, and motor vehicles can travel safely and securely.
Bikes can be extremely valuable, and are among the most frequently stolen items off the streets of Toronto. Many bikes are left unlocked or are secured with a poor quality lock.
